There are other ways to get 0 weeks. Like simply buying what ever is in production... But anyway, correct me if I'm wrong but isn't the reeducation center evil only (I can't remeber where I heard this...)? So maybe if your good it won't work for you?

This happens to me a lot of the time and I'm running the newer patch. I just cranked up the rate of autosave so when something does go wrong I can load back and only lose 1 turn. Edit: Oh this happens to you every time... For me it happens like every 1 in 50 saves.
Don't you understand why Frogboy/Draginol called it a single player advantage and not a disadvantage??? If the AI wanted to just trump you, it could do it quickly. Seriously though, this is one of those "single player" advantages I'd say. In a multiplayer game, this sort of thing would never work because a human player would immediately go to war and you could simply never have a cultural domination path that involves these starbases unless you had immense military power to back it up.

Question Doesn't the orbital fleet manager let ALL the ships in orbit fight as one? If so, you can easily exceed your natural logistic limits and grant you a big advantage. But truthfuly I've never had that come up, I always fly out to meet the challenge

I've had the same thing, the AI seems to declare war if they don't like you whether or not they're ready to actually fight that war. I had an AI declare war on me before they even had any ships with weapons. Another big problem is they don't seem to actually realize they are at war with you. That seems odd.... How would two ships in diffrent sectors get grouped together. Why would they ever need to be grouped together? And how do I stop it from grouping them together. My work around is I set it to autosave every other turn and use quick save a lot. That way when some does go wrong (and it goes wrong far to offten) I can load the last saved game.
I doubt the second 2 are releated to anything about my computer. The first one could be.... but should be simple enough to test. The first and biggest one is the game seems to crash every 50 saves or so. It's very annoying because it not only crashes but screws up the save file in doing so if you load that saved game it will promptly crash before even getting back into the game.
