I find that once I build a military that is stronger than each individual AI, they all become scared little wimps afraid to fight me, and I just sit back building my military slowly, while researching HEAVILY and by mid game I'm so far ahead of them

The AI is pretty good. I find myself beating it on "Intelligent" level with increasing ease though. I am not sure if it is the tweaks they've made or if I'm just getting much better. To #17. If you erase, or better simply rename your *.raceconfig files to something else, then you will see the races in their original states. Some races have a TON of bonuses like the Drathi and Arceans and Yor. They have like 20pts worth of bonuses (exaggeration maybe like 15 or so). Plus they have more starting techs. Not true. Take pregnancy. The chance of getting a girl or boy is always 50%. You can have 100 kids and get all girls. The previous outcome has no bearing on the current one, because the odds are fixed each time. Seeing as this is a computer game, the odds are fixed each time it chooses the races as well. Well the tech tree is interesting. I've found that every new tech gives you a new building, ship component, or ability. I haven't come across a "useless" tech yet. The navigation of the tree does leave a bit to be desired. Maybe it should collapse and expand like a Tree View in a windows application. I like it the way it is. They captured all of that better attack, better dodge, etc stuff in upping the HP, you up the HP and the ship will have a better chance of winning, period. The only way to declare war on one race without first attacking them stuff. Is to go to another race and offer "Attack...." to that race as a gift, or a trade, and that will declare war.
I learned that races lose abilities when you use their extra points. I do not beleive this is intentional. I think they just gave the races too few points by mistake. The Drathi, Yor, and Arceans have amazing starting abilities. No matter how you look at it, it is a big advantage. However, we're humans, and we can easily learn a computer's pattern and beat it.
