What is the research slider set to? If you just began a game, I believe that it is set to 33% default. Setting research to 100% and setting industrial capacity to 100% should give you the 13 research you are looking for.
Hi all: I was wondering how to gain concessions from another civ after beating them in a war. I play at the level above challenging (forgot the name) and over several games, I have noticed that even if I am clearly winning a war, the AI isn't willing to give me a single tech to make peace.
