I don't see how this is "stupid". A setback, maybe, but not stupid. Just because you lose your capital does not mean you are the "rebel" force. Think of how many times throughout history nations have lost their capital (or biggest) city and have had to win it back.

Also, population figures in Gal Civ 2 represent how many people are active in the economy and paying taxes. Population figures are not supposed to represent the literal number of people living on a planet. So after invading a hostile planet it only makes sense for the population figure to be small because your economy on that planet is going to be miniscule. If you're worried about realism, it isn't realistic to have a planet you just invaded up and running at anything near 100% its pre war tax

I have a cool gameplay suggestion (for a future expansion - I realize DA is in beta and has a big enough list of new features). Everything in this game is designed to work for single player. Unless they drastically overhauled it to utilize a "We-Go" system, I don't see it being remotely worthwhile as a multiplayer game. I'd far rather Stardock work on expanding the single player content than spend hundreds of man-hours overhauling the game for proper multiplayer play. In the ammount of time it would take them to do that, they could probably flesh out an entirely new multi-turn
I like the fact that Allies will only automatically come to your aid if you are attacked. It makes far more sense that way. In fact, I think that Allies should re-evaluate their alliance with you if you start a war with a civ they are close or very friendly to.
