Something like this happened to mee too, but only for the arceans out of 6 races on a medium challenging map (with randomized intellignece). It was weird, the arceans colonized 4 planets, but didn't build any attack or defense ships, only tons of constructors and freighters!

I use a shortcut with this string as the target: "C:\Program Files\Stardock\TotalGaming\GalCiv2\GalCiv2.exe" w simple as that.
I've created a list of names from ancient greco-roman mythology and roman emperor names (from wikipedia). When I crerate a new ship, I go down the list and add a prefix indicating the type, class and power of the ship. For example: 'LS-05 Minotaur' is a Small hull doing5 damage points with it's Laser. 'GM-10 Augustus' is a Medium hull Gunship doing 10 points of damage. 'CR-05 Heracles' is a construction ship and so forth.. Obviously, smaller ships dont get deities names, but
I also have a 9800AIW and I even use the tuner when playing. I use the Catalyst 5.13 (many moptnh old) and I have no problems. However, the 9800AIW is notorious to suck a lot of power compared to other cards of it's time and GALCIV is graphic intensive despite being a turn base game. Does other games work fine? Are your power supply at is limits?
