Harmony Crystals, Ultra Spices, Frictionless Clothing etc. all help quite a bit when dealing with morale. I once won a game in a little over a year with a culture victory simply because none of the other civs expanded. I even obtained planets that were clear across the galaxy before the civs that were right next to it could approach. Once my influence began to expand, I was told I was about to win a culture victory. I wound up winning with about 2000 points or so.
First off, this is a TBS, not RTS (though I'm sure that was just force of habit that caused that ~_^). Second, early expansion is crucial. I cannot stress this enough. Buy a few colony ships to get yourself started. I also usually opt to not colonize Mars (or your race's counterpart) in lieu of using the initial colony ship to get a better class planet. The only possible exception would be the Korx, as their secondary planet is class 8,

I get a fair amount of the events, and I usually put the point into luck. Try that and see if you get more.
I usually look around a bit first, if there isn't a good planet nearby, then I colonize it and just buy a few more colony ships to keep the colonization ocnstant, and also to make sure I don't get stuck with just the one world (which has happened).
