Changing frequency of planet "events" upon colonizing?

Odd request, as i understand it some consider these planet events to be potentially unbalancing or something (or was it the random events in general?), but i was wondering if there was some way to jack up the frequency of planetary events upon colonization. In the land rush game you dont have very many areas to choose the "light or the dark side", even on gigantic maps, and i wanted to be able to slowly edge across the ethics-o-meter in some legit way without shelling out cash...

It's getting real hard to be an evil Human dictator when you dont have very many chances to BE evil...
And plus, i think it's way WAY much more to the Korx's advantage if they were neutral... for a mercenary race they sure aren't using their brains... To be a neutral power in war is the best way to rack up moolah without doing any fighting (i.e. Switzerland), plus, you get that Neutral Shipping tech, which would obviously appeal to a Korx merchant...

sooo... is it possible? And if it is, is it easily done?

Well..

The luck intisnic may have a bit to do with it, But the tried and true way to do it is to just play the game and colonize lots and lots of land..
