I've had the same thing happen in a game without minors and where no one had the preceding techs. Since it happened to two races seemingly at once (Korath got Warp Drive 4 and Starbase Fortification 3 and Humans got Invulnerability Field 2) maybe there's some sort of bug that allows them to trade techs they haven't researched yet.
A few small ones: Korath: Slaveling Imagination Labs don't upgrade to Xeno Labs. Yor: Efficiency Studies 4 and 5 are both called Efficiency Studies 4 and are both linked from Efficiency Studies 3 (so you can skip 4 and get 5). Charging Stalks don't upgrade to Advanced Charging Stalks. And not exactly a bug, but I also had considerable difficulties maintaining morale. The complete lack of morale buildings made it very difficult to keep the Yor home
It's improved a lot, at least I've stopped getting astronomical tourism income on medium (hasn't got much above 200 and I control about a third of the map). When I tried an immense map however the results were still just as painful as before. 3000 starting cash and a negligible tourism income results in a pretty quick economy crash, though it's still survivable. Maybe it could be calculated using relative influence (like the UP) rather than %of galaxy under your control? Not te
I'm also having problems reassigning mining bases, but only after reloading a saved game (Torians). Some of them revert to white on the zoomed out map, these can't be reassigned. The ones that stay green still work fine. Somewhat more confusing is that the Korath have somehow managed to get Warp Drive IV and Starbase Fortification III and the Terrans have Invulnerability Field II. I had a look and there seems to be an additional problem: thanks to the multiplier you get vast amounts of tourism income, but only on the smaller galaxies. Using the same settings I got maybe 80+ in tourism income after a few turns on a small galaxy, but only 5 for a gigantic one...
