the farming is excellent (as are the 300% bonus tiles) for one really important thing: fighting invasions. You take a hit in morale, but certain planets (like 12 billion pop and higher) are VERY hard to take if you have researched all techs which contribute to soldering. 20 billion pops + low morale + propaganda invasion = ???
Well, the Drath ARE the super manipulators and based on my AI difficulty level (tough) I doubt they would do something like that. Besides, "manipulated" wars usually have a message like "We have been paid by someone to kill you", not "your war against your ally is unjust".
This only happened in a 1.5 game (started in 1.4). I am allied with the Drath. The Altarians had a diplomatic incident with me (the event) and we went to war. I totally destroyed their fleet, but because I'm neutral alignment and have always had good relations with the Altarians, I didn't take any of their worlds and accepted a white peace soon after. 2 turns later the Altarians said something to the effect of "Your war with the Drath is unjust, we are declaring war on
I frequently win tech victories while having a bad economy. So a strong economy is not absolutely essential.
To OP: For the secret police center, the bonus is added to your base morale on the planet, which is then modified by your entertainment centers etc and morale skill. AFAIKTBC.

Popularity isn't dependent on your morale and influence IMO. I had the most influential (66% of galaxy) and most content (100% on 80% tax) civ and still my popularity was the lowest of all 6 remaining races.

Which for the life of me I cannot figure out why. What does the most ultimate missle defense system have to do with computers? It's such a pain in the rear to have to research all the way through a bajillion missile defence techs to get a +20% research bonus.
The game does have a list of starbases. It's hidden in the "List ships" button, then select the "starbases" tab.

AI definitely can win by cultural and conquest.
Use espionage, and use it early. At that time the cost would be lower. And you no longer have to fund it once it reaches advanced.
