Depends how many individual ships or fleets have to move, their speed (i.e. how many parsecs they have to be moved), and your system. Once you get into the thousands with speeds of 25+, then turns can still take quite a while to process. <b
Was this happening for all buildings on the planet? If not, which particular building type were you trying to place the agent on - some do not allow agents.
Herodias is correct re. point 2 - all the AIs complete their turn first, and when you hit "End Turn" for the first time, the AIs then perform their 2nd turn. Re. point 1 - you need to specify what form this "jump ahead" is taking. Do you mean in their apparent area of influence? If so, then it is likely that AI has selected influence bonuses or the political party that gives +inf.

Nice idea, generally well implemented, but completely ruined by the lack of a viable automation process.
You can't brown-nose your way to close relations (that would make an alliance victory far too easy, like it was in GC1). You need to be at friendly, have more + modifiers than - modifiers with the race in question, and just wait. It will happen eventually. It's going to be easier with races of the same alignment, that you have trade with, have never been at war with etc, and will always be a lot easier if you have the strongest military in the galaxy. Note for TA only:

No-one ever got beyond researching advanced diplomacy, so there were no SCC's anywhere in the galaxy. Military graph curve was consistent with what I am used to seeing.
