Thanks Cavan1 and Neil. I hadn't noticed that my WB was in an inconsistent state. It's ok now. However, I tried Neil's suggestion even before reinstalling WB and it fixed the Explorer issue.

When I right-click the taskbar with WindowBlinds active, Explorer is reloaded (or, at least, all icons on the desktop and the taskbar are redrawn and systray is rebuilt from scratch).
