Go to a command prompt and type sfc /scannow - then press enter - wait for that to finish, then close command prompt and you will need to restart the computer. After you have restarted the computer try icon packager again to apply your icons. I would figure you are not using bitlocker drive encryption which is used by this partition. But this partition is also used for a lot of other things people do not want to think of such as compatitbility and restore information along with a protected boot area. First question is what version win7 are you using? Plus have you tried turning off the UAC? Then there is a thing about compatibilty... go to C:\Program Files\Stardock\Object Desktop\LogonStudio and right click the Logon Studio Vista.exe file and select the troubleshoot the compatibilty. See what it says and follow the instructions for setting the program to run. That may or may not fix your problem unless there is a issue with another security program.
Does this explain why I have a error once in a while with Office Outlook 2007 for the VBA plugin? Which I use the Corporate skin with colours, textures, transparency and explorer background. Kind of figure it was or is a conflict with another plugin I have in Outlook. With 2010 Office techincal preview; there where a few issues with WB7 beta.
