A restriction on trading techs for cash except to the Alexians, a-la maso, seems like a good idea. I think the hardest thing about maso is that the AI will not accept techs for cash. It's quite easy to just run techs and cripple the AI economies with massive gold payments, all the while using insane tribute to fun
