Got very weird error messages while posting which is why they are so many duplicates. ;(

I don't see an option for increasing spending on espionage on minor races, yet the description states I need to up my spending in order to see their planets ships and starbases. Without this information I can't buy starbases from them because they don't show up. Am I missing something or do I just need to take the starbases by force?

My Latin quotes are rusty, but I think it was Herodotus that said sinum bellum, pecunium infinatum. The sinews of war are infinite money. Herodotus was Greek not Roman. Cicero is often credited with that phrase, though it had been used before.
