Bonus tiles in Game Talk GalCiv2 Forums

It is obvious that if I build a colony improvement of the corresponding type on a bonus tile, I will repa extra benefit, but how about galactic achievements. Eg: if a tile gives 100% bonus to influence, if I were to build an influence-conferring galactic acheivement (that normally gives 25% bonus to empire wide influence) on that tile , will the whole empire get 50% bonus ? Similarly, how about trade goods, do tile bonuses apply ?
