I'm playing GCIII Crusade, and I'm trying to transfer a General from one planet to another. The second planet is at my border with another faction, and the General's defensive capabilities are more needed there. But the transfer feature won't let me make the transfer, it's grayed out. Why is this, why can't I make the transfer?

This is about Galactic Civilizations III on Steam. I doubled the number of factions when I recently started a new game. The new factions [all Mass Effect] were taken from the mod list available on Steam. Added some new ships too. As a newbie, I've played most of the GCIII Crusade Campaign Scenarios, but even at Beginner Mode, I find it hard to complete the games. I understand these games have compatibility issues with Crusade; maybe that's part of it. And maybe it's the way I play - it prolly would take me another 100 turns to to finish off the enemy and win the game. I'm just ready to move on to the next game. But leaving the previous game as is, the next Locked Game is still locked. I need some
