Best Program for grapics in WinCustomize Talk WinCustomize Forums

hi there, i am very new in this grapics thing and i need to know what is the best program for making these great wallpapers. I mean, i have heard alot of stories about Corel, Unlead Photoimpact and what not.I would like to get some of your feed back on which of these programs would you recommend a newperson to start off from.
