Would you happen to be running the Preview version of Windows on the machine you're experiencing problems with? If not, this could potentially be a bigger issue.

Same issue here. Captured in GIF form, for anyone interested. It's probably worth noting I'm on the developer preview, and that these issues started a few weeks ago for me. I don't think it's a Fences change that did it, I'm fairly certain it's a Windows change.
