Rendering Program in WinCustomize Talk WinCustomize Forums

I was wondering what kind of program would render images just like this one: http://www.filelodge.com/files/room18/483564/metal.jpg but being able to render letters and words into the chrome look like that with a white background?

Well, I uninstalled my icon packager b/c I was having some problems and I forgot to take the skins out. Ok well I do not know how this works, because I for one don't know how to modify or change a skin.
