Its by no means an exploit. When I am building up my military, I create a ship of my largest military hull size (lets call it an "interceptor"). These ships have a large amount of engines (I usually shoot for 10+ parsecs/turn... in the end game they go 20-25), at least 3 sensor arrays and a couple of weapons (no defense). Playing against the Yor, I've found that their lack of diplomacy skills and their lack of influence generation kept them from ever being one of the major races that I had to square off against in the end. One thing I've noticed is that the bug seems to follow one ship in the stack. For example I have 3 Battlestars in the same vicinity (yes I'm a BSG geek). Battlestar A and Battlestar B are in the same stack but cannot form a fleet. I move Battlestar A to Battlestar C's square and find they they cannot form a fleet either. However when I move Battlestar B to Battlestar C's square they can form a fleet. This would suggest that the problem is with Battlestar A's state. Also, this has h
