Old Tech in Galactic Civilizations II GalCiv2 Forums

Hi Everyone, Is it possible to use 'old tech'? For example, I can research up the production tree and have manufacturing centers, but they are cost prohibitive on a virgin planet I just want to get up and running. Can you go backward in the tech tree for social improvements? Also, xan anyone point me to the newbie guide? I keep seeing this mentioned but have been unable to find a link or search on it. Thanks!
