I think what you're seeing is the input/output difference. Your "input" of basic research spending remained the same once you built the tech capital, but your "output" of actual Research Points increased. You should have another item listed in the domestic stats screen, "Bonus Production/Research", which uses a different spending mechanism to add on the extra RPs (I think it's a 2 for 1 deal, but I'm a bit rusty on the exact numbers). Well gents, this place does indeed look to be the right place for me. I just had my top bureaucrat, a right good fellow by the name of Auditor, send off the paperwork for approval, stamping, and filing in the proper folder. One helpful tip in regards to those plantary bonuses is to rename the planet so you can identify it easily. You'll probably want to upgrade to GCII 2.0, it includes a considerable revamp of the Spy system so you can have passive intelligence gathering without needing to sabotage buildings. That's usually the case, but fleet modules change the targeting order. IIRC, all ships with fleet modules and at least one weapon will be targeted before any other ships. The weapon is important, because the "no-offense" ship targeting (or would that be non-targeting?) rule takes precedence over the "fleet module" targeting rule.

All the game technical settings are saved in a Prefs.ini file, located under \My Documents\My Games\GalCiv2\, at least for for plain Dread Lords. You'll want to open that up in Notepad, or whatever text editor you prefer, and go down to the section marked [Video]. While your ship is busy blowing up the empty ships, it's not somewhere else. Another one of their planets might be cranking out that attack ship, or they're calling in one from outside sensor range. Or you might be up against a low-level AI that doesn't have a weapon tech yet. As for large ships with a ton of defense and no attack, they're dead meat. My dang Flash version is out of date, and Adobe adamantly refuses to give me an upgrade because my OS might not like it, so this forum is out.
