Are you sure one Ship was not build at the Innovation Complex planet (usually your Home World) and the other one was? Base Speed for all Ship is 3, Racial Bonus +1, Innovation Complex +1 if build by that Planet: So you get 5. If the ship was not build by Earth then it would only have 4 which is correct.

A couple of things to consider. First, the Recruitment Center is one of the BEST early buildings. It is cheap to build, adds 10% econ, and more importantly adds 20% pop growth. Pop Growth is an important stat early that is largely overlooked. The faster you get more people on a planet the faster, they become self-sufficient. More people means more taxes. Tech trading needs to be in the game. As a player who is usually always number 1 in tech in my games, i have to have tech trading in so that the AI can play a little catch up. The problem I see right now is that you can have multiple versions of the same tech. Korath have Cutthroat Trade. Yor have Economic Efficiency 2, Humans have Xeno Economics. Overall Tech trees need an overhaul, so the impact that tech trading has now should be less, i think when things flow better. The main issue right now is how radically different most tech trees are. Tech trees should be fairly similar, only slight variation. The main difference is that the implementation of each tech is different for each race. I play with surrender off now. In beta3, I bribed the 4th most powerful race to attack the 2nd. I wanted them to keep him busy. The very next turn the race I had bribed surrendered to the race I told to attack. I was very annoyed.

Altarian have a -20% weapon Penalty. Now the fact that a 1 laser is reduced to 0 because of this 20% is a bit ludicrous, and limiter should be in place that makes a ship with a weapon at least have 1 weapon value.
I think to make a unique experience with the Thalans, they should get one building that is Jack-of-all-trades, and only 1 Building. The home world could still build the 3 Galactic Achievements, but the rest of the worlds would only be able to build this one building. First of, sorry about the name. Korgath is WoW Horde Town, which was the main hub to get into Blackrock Mountain and into the Raid Zones there. I spent a lot of time there. Anyways, concerning the Korath. Yes, the Korath have penalties later in the game. Most races do. Late game problems can be out weighed by early game gains. Korgath don't have a negative starting attribute. They also start with an innate +25 Moral Bonus so with the first tech you research, they are at +35% Moral already. Which means you can live very comfortably at 49% tax rate and still have 100% spending. My colonies just get 2 slave factories and the recruitment center and then I just leave them there unless there are significant 300% bonus tiles. Consider how cheap slave factories are. I have been playing the Korath a lot in this beta, and the amount of Pop Growth bonus that the Korath can accumulate early in the game may be a bit too much. The Korath can generate a 50% increase in Pop Growth with only about 10 technologies early in the game. This bonus allow them to expand very quickly because their starter colony tax bases grows very fast. They never actually get into a money crunch. Thalan tech tree is weird. Thalan's need some initial planetary improvement items. Having 3 Galactic Achievements, and then nothing till I research 3 or 4 tiers into the tree is not cool.
The resource mining upgrades are also missing. Yor can only get to 14% extraction, which is the default. Not being able to gain another 20% bonus on top of that like other races can, will cause the Yor to lag behind more late in the game.
