What I do not understand is the thing with the "Terror Stars"..it's about a new civ or a new event? Terror stars were ultimate weapons in the first PC Galactic Civilizations release. They were upgrades space stations that could destroy stars, thereby destroying the planets. They were very slow, only 1 parsec per turn and had to be protected in route. Yes, you definately want to buy sometime and make friends. Give them some small worlds maybe some money to buy peace. Then develop some fast lightly armed ships, it does not matter what weapon you use, but have at least one and a few engines. Use these to intercept unprotected transport fleets incase war breaks out again. If war does not break out, simply start building up your main assault fleet again.

They are being very generous with the demo version and the fact that whatever you pay for the beta, you will get the full version at no additional cost. Sounds like you are expanding too quickly. Also, perhaps you set your tax rate too high? If your approval rating drops too low population starts dropping with each turn. Try to keep the approval rating in the green for the begining of the game by keeping the tax rate low. Just a guess.
