I think I beat Achilles Heel and Apocalypse on "Tough" and the strategy I used on Apocalypse was to completely abandon research and focus on my economy and industry instead. I just started playing GalCiv 1 again (Altarian Prof) and it is slightly disturbing that in order to raise morale I load sections of poor colonists onto a ship and immediately disband it in space.
