Agree, entirely. Would add a whole new interesting strategic wrinkle and flesh out the diplomacy a bit more.
Love the game, as does everyone else. However, the manual is a little, err, weak. Especially in documenting the mechanics of the game (Economics, Military, lets go under the hood!) and a strategy section to get ppl momentum. Who wants to prepare one? You shall be worshipped for all eternity (or at least as long as ppl are still play gc2)

I upgraded a military starbase of mine with a Ship Assist: Beam Defense + 3. So I crank out some ships and send them into the area. Lo and behold they still have no defense (this was when I couldn't manage to put any shields on the actual ships themselves). I mouse over the shield display in the info window and it says 0 Ship Shields; 0 Starbase Assist. It was sitting right next to the starbase with the installed module! Am I missing something? I hope I am... great game otherwise <img
Hope I'm wrong on this, but when I upgrade a star base with a ship assist (defense), it doesn't seem to add the bonus. Hover the mouse above my lovely defense 0 ship, and yes, it says there is 0 from assist. Anyone else seeing this? Great game otherwise...
9.0 may seem slight relative to big brother CIV IV with a 9.4 But as has been said before and is worth saying again: A 9.0 on Gamespot is a rarity, plain and simple. You should savor it.

Not sure if this is a known one or not, but I just gave the torians 100 credits for 3 turns. I see it in the economic panel under the expense heading, but it actually _subtracts_ it from expenses (i.e. it counts it as an inflow not an outflow). That ain't right.

Does one spend a lot of the time at 100% of spending? Haven't played enough to know whether or not that applies to my style, but if it did I can see its usefulness... at any rate, thanks for the response.
One more thing -- I don't understand why the improvements give you increases in your standard (i.e. non-bonus) categories. Take the manufacturing center for instance. Why have it boost your production 25%? You could do that yourself. What you really want, I presume is the 1/3 of that as bonus credits...something doesn't seem right.
ok, I choose technologists party which gives +20 research, right? Does this mean that I research things %20 faster, or that I get 20% more test tubes. If its just test tubes, then couldn't I just achieve the same effect by spending more? Same thing with manufacturing centers...Supposedly you get 1/3rd as free bonus -- but this seems piddly compared to the cost of the center! Its pretty hard to figure out what goes where, and I've read the FAQs.
At any rate, its a state computation that should be stored in a save game file...
