Could you make borders function like they do in civ 4 where you can keep your borders closed so that everyone doesn't zoom through and colonize your territory. Please? I am getting sooo sick of seing alien ships scoop up planets in the middle of my empire. Also how about a starbase manager. A future construction tab can be added to the starbase window.
