I pick the galaxy settings and such then press next, no character selection or anything.

Well it seems there is no log of it crashing I looked through Error and the rest of them and found none named Gc2TwilightAnror nor anything similarly named. Maybe it isn't called that for my computer?

Oh wait, that was a debug from trying to access the options menu, here is trying to start a new game. Also Where do I find the Windows crash details? I just bought the game recently and I think I'm missing files and I checked the files with steam and it said it was good however I doubt it.
