This feature is likely bugged. It does not work for me at all either. The only way to get Start11 search to work properly is to switch to the "old Start10 style search" setting. With that setting enabled, Start11 will correctly rank matches. I like the new search style much better, but I can't use it because Start11 always suggests programs that I don't use.
