I had the same problem so I went and checked the screen resolution in the game options and it didn't match my monitor resolution. Check the game options and make sure the game resolution matches your monitor's screen resolution and this should fix it. It worked for me.

Hello all I am new to this game and only played through one small galaxy game so far. I just started another game with practically the same settings but when I go to build a ship it just says starport idle and no ships are available to build. Does anyone know why this is happening?
