You mentioned Altarn's APT mod. I think this is the way to go. It's a great mod and he has APT 1 which has as little changes as possible while still fixing bugs and optimizinf performance. APT 2, though, sounds like what you want. It standardizes the tech tree for each race so they are all similar.
