Thanks for the tips. I might try that. It sounds like a pile of micromanagement though, and one of the selling points for me was that Gal Civ did away with tedious micromanagement. Is there a mod or something that does away with these arbitrary limits? I'd rather not have to manually buy every single upgrade on every single planet.
