This is not a very good test, because I'm not sure what they mean by "right". Fiscally right? Socially right? If they are that niche (or I would call them "extraneous") why even have them? Basically administrators are "half of an idea". In game design, they are something that someone threw in because they liked it in another game (maybe one of the Total War games?) but they aren't integral to the gameplay and probably should have been removed as an option.
I'd be fine if it was xp that could ONLY be used to improve administrator levels. But as it stands now, there's little reason to EVER put heroes in towns.
Is there any way for heroes to gain levels while in town? It seems silly that to be an administrator, and level up as such, one needs to go fight monsters. That just doesn't make any sense.
