I'm going to strongly disagree with Frogboy. The line of thinking that says that the resource loss issue is actually a means of accounting for the cost of keeping idle factories ready seems completely contrived. As Popup Target points out, you can already instantly make all social, military or scientific funding disappear entirely without any penalty with the current slider system. Limiting starbases based on economic and technological factors sounds like a fair way to bring some balance to the current starbase overload situation. As does a scaled maintenance fee based on how large the starbase becomes and what modules are installed. An extra thought about limits: Perhaps a per sector limit that takes into account how many planets you control in a sector? If you have no planets or there are only enemy planets, you might have a limit of 1 starbase in that sector. F

Due to the number of complicated suggestions people have been throwing out, I'd just like to add another vote for one of the simple solutions already suggested: divide spending only among the planets actually producing something, putting all unused credits back into the treasury. This is in keeping with the simple, elegant design principles employed throughout GalCiv. If it doesn't have to be complicated, then keep it simple. ~SDC~

Bugs: 1. If a minor race is eliminated, using the right arrow button to parse through the minor race list on the diplomacy screen results in jumping over to the major race list (jumps to that tab) when you reach the point where the minor race you eliminated would have previously appeared. Once you end your turn, the minor race list once again works the way it should, parsing only through the remaining minor races w/o mistakenly jumping over to the major races list.
