PlanetaryQualityBonus and Other Oddities in Modding GalCiv2 Forums

From verious online sources it seems that modded improvements that use the PlanetaryQualityBonus don't work. Also, it appears that 'Normal' improvements don't affect empire-wide bonuses, only SuperProjects and GAs. Has there been any fix to these issues? It seems that this was an active forum only a year ago, but most sources on modding I've found are older. Is the mod guide by CariElf even relevent? What are some other 'problems' I shouyld be aware of before I
