Another post I found seems to answer my question. The GalCiv II UE is already built to the latest versions, so there are no 'updates' for it. But when there are updates, they are available when you are on the My Games tab in Impulse.

When I installed GalCivII Ultimate Edition last month is seemed I started with ver. 2.02.007 . I never noticed any downloading going on from Impulse. When I bring up my game in Impulse is shows my installed version above and it suggests the latest update was 1/13/2009. Is that accurate? I read mention of a 2.02.030 in another post. Impulse does not give you a clear indication of what is the latest patch? I just want to touch base with other players of

I put faith in my Norton Anti-Virus and installed anyway. Once the little adware demon was killed I have enjoyed a new view of GalCiv II. I was a little irked by how the Mod section of my Ultimate Edition (2.02.007) is screwed up.
