I've been trying to get the other civ. to join my federation (or start a federation). I have research the Federation tree, and also they are allies too. But I seems can't get them to start it. Any ideas? [e digicons]8C[/e]

Yup, I am 100% sure that I finished research all those (harzard, toxic, etc) tech, and no mod running, the only thing I can think of that is my ToA isn't update to latest patch, is it the problem? (but honestly if it is the problem it is very funny since the game started with this option, LOL)

I know that I finished research those tech, however, I can colonize those planets, it is strange, does it require some special modules for the ship or vice versa? Thanks a lot
