Speed Limit in Twilight of the Arnor GalCiv2 Forums

Ok in ToA, I am always getting hit with the "speed limit". So I love ToA but I hate this part. Will cutting off mega events stop this, although I don't like doing that. Also it says this was a "rule/law" imposed by the UP, so I tried leaving them but still i am bound by their limit. Anything else I can do w/o limiting the rest of the game? Thanks WH
