"No valid space route to target"

I just started playing again, but after getting the tech to move the Orkulus star base to another planet, it keeps giving thr error "No phase line available to target planet" or something to that effect, however ive alrteady discovered each of the plaents(including trying to send it to me capital plaent" anyone know whats going on here? did they patch that ability? or is my game glitched?
