Just another piece of advice on Power supplies, I know this is late but I did not see it mentioned. Many of the newer 600+ watt power supplies have a minimum load on them. If you do not reach that minimum load they either will not function or will function erratically. I currently have a power supply that has a minimum load requirement but I also run a CAD system with a huge raid array and between that the CPU and have a regular graphics card and a CAD card am well over that requirement, but

Just to make a point, but a starbase is a sitting duck for any ship that can lug a large enough and dense enough object up to a decent fraction of light speed, or for that matter a single battleship or dreadnought class ship with high end railguns. Complete Refit - ie new hull composition upgrades, entire new weapon systems ie one system being pulled out another being replaced. I just got the release from last night 12[b].002 and 0.12.006 media pack and none of the button text is viewable. This is an an AMD 3200 Barton core running a fully updated Windows XP box newest drivers.
