The VM was not problem it was in all those " No files found matching mask" messages. Checked my regular stardock folder and found a GalCiv2 folder containing the needed DA files in TotalGaming. Copied them over to the Stardock Games\GalCiv2 and everything ran fine.
I have fresh installed GalCiv2, DA, and TotA from Impulse and verified the installations. GalCiv2 DL will run. DA tells me to reinstall and TotA will start, play the intro movie and then crash to the desktop.
