A freighter should be sent to the Trilarian as well, as they are one of our protected civilizations. The second could be sent to whoever is friendly to us but powerful militarily.

If I remember correctly (I may be wrong, though), we are engaged in trade with the Korx (they have sent freighters to us). If we were to directly engage the Korx, we would need to make them declare war, probably best done by parking fleets with transports near their planets and waiting for them to get enraged. I am in support of military action against the Yor and Sakkra. I believe we should leave the Psilonics alone for now, but if they possess valuable resources (high-quality planets, galactic resources, etc.) we should considers changing who controls them. I agree with declaring ourselves a neutral civilization, which we should do quickly for the many benefits it gives (ie. instant terraforming). Turn the Drath against the Iconians, and the Thalan against the Torians. They will drive each other into the ground, hopefully, and we shall continue to rise while they fight. I agree with both councilors, especially on the issue of intel on our potential targets. Whichever one is weaker and easier to attack (closer) shall be crushed like an arthropod under durable footwear. That is all I have to say.

I agree with qrtxian's final comments, and would like to add that that I oppose use of our treasury. We should try to keep it above the starting amount (3 trillion credits) to act a a emergency fund for rush-buying improvements and ships (or upgrading ships).
Fellow councilors and Commander, Support for the Gnolams should be economic and technological as everyone else has said, with obsolete ships if they begin to struggle. Just don't hand them too much money or important techs that we should keep to ourselves. A constructor should be sent to hold position next to the Yor starbase to acquire the resource if the Gnolams introduce the current base to a Sparrow missile. We could even place a fighter with one laser next to it
