Nah, I have no problem with them staying in the "Active" list. They've been posting scores pretty regularly, and they've got some dedicated members who post on the forums. And if I removed them, there would only be 4 empires on the "Active" list, which is kinda depressing.

Unless you are selecting the "Randomize Opponents" option, you can just refrain from selecting the Resistance/Empire as a civ that will play in the game. If you do have it on random, you won't be able to stop the possibility of both of them appearing, unless you permanently delete one of the two races.
