Hello everybody! I've searched forum, found tons of useful information, but not exactly what I was looking for. I have troubles with two game issues: 1. How to make unions, having necessary technology researched? I'm curious where's this damn button?! 2. How to upgrade/install modules on starbases? Once again, appropriate technologies have been researched. Really hope to get help from you, because I've nowhere else to ask :( Thank you.
