I'd say it has to do with your playing style. In my last game I encountered several events that all can be linked to my style of playing: -Jagged Knife occurred after a long time of relative peace in my galaxy. -Sudden extreme influence boost to another race occurred when I was busy constructing influence bases and pursuing the influence-track of the tech tree most of the time. -Precursor ranger popped up after a number of abrupt war/peace alternations. [/quote] There is the option to disable certain victory conditions, so the AI is probably coded in such a way that enabling and disabling various game-options is possible while retaining a working AI. So I would be surprised if espionage/agents would be that difficult

I'm really looking forward to the updated manual. Right now, and old manual from a previous version seems to be renamed to 'twilightmanual.pdf' and included in the download. Some explanation in that PDF about the new manual being work in progress would have been nice and less confusing for new players such as me.
