No I don't think so. Even if I did, it still would not let me rebuild them on any open tile.

I am playing a game of Dark Avatar (not the campaign) and on a few of my planets my shipyards just disappeared, and I can't find a way to rebuild them. What's going on? I did not decommission them or anything... Thanks By the way this is the 3rd time I've tried to post this and it isn't showing up on the forums.
