I don't think it is strictly research bonus or research ability modification. I just had it happen playing Yor with no research bonus on an immense map. I noticed precisely when it happened, as I was about to research basic logistics (2 weeks), but went for advancing my collectives tech instead. As soon as the collective tech levelled, everything on the board doubled. Logistics went up to 4. After that point, I noticed another doubling a few turns later---but I don't remember what caused it that
