Left-over social spending wasted? in Strategies GalCiv2 Forums

Thanks for the great game :) I am curious, though. When searching the forums, I see people a couple years ago saying social spending beyond what's needed to complete a project is wasted, rather than going into the next project or being refunded into the treasury. Same with terminal technologies. Is this still true?
