Had the same issue and tech support had me add the Language key to: HKEY_LOCAL_MACHINE\SOFTWARE\Stardock\Drengin.net\Galciv2 since I have XP 32 bit. This fixed it for me.

A couple of things that I noticed. The Focus Dialog in the shipyard is broken. The locks on the sliders for the weapon focus appear to be inverted. You need to engage the lock to move the slider and disengaging the lock disables the slider. Overall, focus does not really appear to work either since the ships just continue to get designed the same way. An annoyance with the planets list. Here is the latest. I just started the game with the default settings. I get a application crash dialog right when the game attempts to start with an exception 0xc000005. I have just purchased the ultimate bundle, but I cannot seem to get Dark Avatar or Dread Lords to run. Twighlight of Arnor runs just fine. Every time I try to run DA (and Dread Lords), the game crashes back to the desktop when the game attempts to start. I choose all of the default game settings and the area that shows the hint while the game loads is black just prior to getting the crash dialog.
