Kryo, Yes, I am selecting the green empty planet tiles before checking the build list. Additionally, when selecting a non-custom race such as the Terrans or Drath, all of the initial buildings (social projects) appear correctly in the build list when an empty green planet tile is selected. If it will help, I can post a screenshot of exactly what I'm seeing. Let me know if there's anything else I can do. <p

Kryo, As instructed, I started up the game and tried to start another sandbox custom race game using the same configuration as described above. Again, no social projects appeared. Kryo, I have started many new games with various tech trees selected in an attempt to get social projects to appear. I have tried Terran, Yor, and Minor Race. Selecting Yor and Minor Race produce absolutely nothing appearing in the social project menu. However, when I select the Terran tech tree, the Market Center social project appears but nothing else. Let me know if there's anything else you want me to check. &nbsp

I have recently purchased GalCiv2 Ultimate Edition (v2.04 English) through Steam to play the latest expansion Twilight of the Arnor. I created a custom race and started a game in sandbox mode on tough difficulty, small map, normal victory conditions, and 7 random AI players.
